Alien Registration

All foreign nationals residing in Japan are required to register
with City Hall, except:

  • Those with special disembarkation permission for temporary landing, shore landing, transit landing, crew landing, emergency or disaster landing.
  • Diplomats, government officials and members Civilian employees of the Uniteds States and the United Nation and their dependents. (those staying in Japan for less than 90 days, and any child born in Japan who will be leaving the country within 60 days of birth are not required to register)
  • For alien registration and related procedures, please conduct the procedures in the Alien Registration counter in Citizen’s Affairs Division (Main City Hall 1F).
    Applications are not accepted in Branch Offices, Local Stations, or Service Corners.

Application Procedures

Initial Registration

Application
  • All foreign residents must register at their local city, town, village or ward office within 90 days from the day of landing in Japan.
  • Newborn children must be registered within 60 days from their date of birth.
Necessary Document
  • Passport (if you have one)
  • 2 passport-size photos(16 years and over only)
    Must be 4.5 X 3.5cm size and taken within the last 6 months.
  • Remember to bring your passport and your temporary alien registration certificate when you come back to collect your new alien registration card.
Notes
  • You will be given a temporary alien registration certificate until your card is ready.
  • You will be told when to pick it up.
  • You must exchange your temporary alien registration certificate for your Alien Registration Card.

Re-issuing Alien Registration Card

Application In the event of loss or destruction of your alien registration card, you must apply for a new card within 14 days.
Necessary Document
  • Passport (if you have one)
  • 2 photos (same format as above)
  • Documents certifying the loss or explaining the circumstances for re-issue.
  • Remember to bring your passport and your temporary alien registration certificate when you come back to collect your new alien registration card.
Notes
  • You will be given a temporary alien registration certificate until your card is ready.
  • You will be told when to pick it up.
  • You must exchange your temporary alien registration certificate for your Alien Registration Card.

Change of Address

Application In the event of a change of residence, you must update your card within 14 days of moving.
Necessary Document
  • Alien Registration Card
  • National Health Insurance Registration Card (if you are enrolled in the National Health)
Notes The City Hall will verify your new address, enter it on your alien registration card and return it to you.

Other Changes

Application In the event of changes to name, nationality, occupation, workplace, status of residency, period of stay etc, you must update your alien registration card within 14 days of the change.
Necessary Document
  • Alien Registration Card
  • Documents verifying the changes
Notes City Hall will verify the changes, enter them on your alien registration card and return it to you.

Renewing your alien registration cards

Application
  1. Permanent residents or Special permanent residents over the age of 16 years must renew their alien registration card within 30 days of their 7th birthday after initial issue or renewal.
  2. Non-permanent residents over the age of 16 years must renew their alien registration card within 30 days of their 5th birthday after initial issue or renewal.
  3. Non-permanent residents who will stay for a period of more than 1 year but less than 5 years must renew their alien registration card within 30 days of the designated day.
  4. All residents must renew their alien registration card within 30 days of becoming 16 years of age.
Necessary Document
  • Passport (if you have one)
  • 2 photos (not required for those under 16 years old)
    Must be 4.5 X 3.5cm size and taken within the last 6 months
  • Alien Registration Card
Notes
  • City Hall will send a postcard to you about one month before your renewal date to notify you. You will be given a temporary alien registration certificate until your card is ready.
  • You will be told when to pick it up.
  • You must exchange your expired alien registration card and temporary alien registration certificate for your Alien Registration Card. (You must return your old alien registration card to the city.)

Certificate of Alien Registration

Application This document verifies your alien registration.
Necessary Document Alien Registration Card (and/or other proof of identification)
Notes
  • City Hall can give the certificate to you or a family member from your household.
    It costs 200 yen per certificate.
  • The counters in Citizen’s Affair Division and other Branch Offices can issue the certificate.
